What Changed With Texas Vehicle Inspections in 2025 (Plain English)

Texas ended the annual safety inspection for most personal vehicles on January 1, 2025. Dallas County drivers still need a passing emissions test before renewing registration, and a $7.50 Inspection Program Replacement Fee is collected with the registration. Here is the plain-English version, with the state sources linked at the end.

What actually changed

As of January 1, 2025, Texas no longer requires the annual safety inspection for non-commercial vehicles. House Bill 3297, passed by the 88th Legislature in 2023, eliminated the safety inspection program for everyday passenger cars and light trucks (Texas Department of Motor Vehicles notice, December 17, 2024).

That doesn't mean inspections vanished entirely. The safety portion went away for personal vehicles. Emissions testing did not.

What you still need in Dallas County

Dallas County is one of 17 Texas counties where state law still requires a passing emissions inspection before you can renew your registration. The others are Brazoria, Collin, Denton, El Paso, Ellis, Fort Bend, Galveston, Harris, Johnson, Kaufman, Montgomery, Parker, Rockwall, Tarrant, Travis and Williamson (TxDMV).

The emissions test applies to gasoline-powered vehicles that are 2 through 24 years old, tested every year starting on the vehicle's second anniversary. Electric vehicles, diesel vehicles and motorcycles are not required to test (Texas Commission on Environmental Quality).

The old $7.50 inspection fee didn't go away either. It is now collected at registration and shows up on your renewal notice as the Inspection Program Replacement Fee. If you are registering a brand-new vehicle, it is $16.75 to cover the first two years (TxDMV).

So what do I do at renewal time?

Get your emissions test (we can do it while you wait), then renew your registration as usual. If your vehicle passes and your fees are paid, you're set.

Brand-new vehicles get a two-year window before the first emissions test is due. Your registration paperwork will tell you when.

The bottom line

  • Safety inspection: no longer required for non-commercial vehicles as of January 1, 2025
  • Emissions test in Dallas County: still required every year for gasoline vehicles 2 through 24 years old
  • Inspection Program Replacement Fee: $7.50 a year, collected with your registration ($16.75 for a new vehicle's first two years)
